Adds paginated registry inventory and bounded-memory reachability so cleanup remains safe for large repositories. Destructive maintenance uses expiring, ownership-safe leases and tag claims with expected-digest finalization. Conservative reachability retains shared or uncertain objects, and dry-run reporting remains available before activation.
