Should this be tied to OSM? I'm wondering if the same concept of a metadata blob could apply to other datasets just as effectively.

This PR looks great! And I understand that you're already in the process of cutting new tiles against this protobuf schema. In that case could we merge this please? I can follow up with a PR updating https://github.com/sharedstreets/sharedstreets-python after that if you'd like. |

This change to the PBF file allows storage of all OSM way tags in the ShSt metadata tiles. Testing provisional changes to the build process to confirm this meets needs for tag analysis of OSM segments.
