Fix wrong docs-ja link in
docs/README.md.The previous link pointed to a different locale, so I updated it to the correct Japanese documentation Repository path.
I understand docs-ja might not be actively maintained.
However, this link was misleading users to a different locale, so I think this correction is still useful.
