Added snapshots for Rocky 9.6, which the new Rocky 9.6 base image in CI will use.
Updated Lustre to version 2.15.7 with 9.6 support.

Note: Newer Rocky 8 snapshots are also available as of this PR, but break with both the current and previous version of Lustre

weirdly that happened on the previous lustre version too so it must be an issue with the latest Rocky 8 snapshots. We probably either need to revert them or hope the next lot fixes it 😬
