This removes API that was deprecated during the 6.1 release. This won't be cherry-picked, so this API exist as deprecated in both the 6.1 release and the 6.2 release.
However, removal of the deprecated diagnostics.json file is delayed by one minor release (e1d8bb6) to give callers more time to update.
Lastly, this PR makes two small code simplifications (35edc36 and 4371b4d) now that the deprecated calling code has been removed.

Nothing in particular. DocC itself wasn't using this API anymore.
