Summary

This updated the Swift tools versions for DocC to 6.1 while continuing to use the Swift 5 language mode.
This change is only intended for main, meaning that the first release it applies to is the 6.3 release.

This PR explicitly doesn't start adopting any Swift 6.x features. It simply exists to enable future adopting of Swift 6.x features gradually and incrementally in their own dedicated PRs.

Updating the platforms to macOS 13/iOS 16 (from 2022) provides access to a wide range of Regex API. It's possible that we'll want to bump this again during this release, but for now this more careful bump shouldn't be too disruptive to contributors.

At this time, this update only applies to DocC itself, not SymbolKit or Swift Markdown.

Nothing in particular. This isn't a user-facing change.
