This PR updates the documentation and variable description for
cloud_armor_tierto include the new Enterprise Annual tier.
Changes
variables.tfWhy
The previous documentation only mentioned Standard and Enterprise Paygo tiers.
This adds clarity for users configuring Enterprise Annual tier support.
