Update CONTRIBUTING with Foreman user personas

Adding a section on Foreman user personas to CONTRIBUTING.md.

Why are you introducing these changes? (Explanation, links to references, issues, etc.)

This was inspired by #4308 and by a recent conversation downstream (cc @ekohl).
