Purpose

• Provide easier method for Users to exercise the stage-out function within their Jupyter notebook

Proposed Changes

• Added STACCollectionCreator class - Utility for creating STAC Collections from file lists

Issues

• Feedback from User feedback (VTLS, EMIT)

Testing

• Exercised the changes within Jupyter notebook environment, confirmed the generation of the STAC JSON and output products in S3 and STAC Browser

looks good. in the future i wouldn't keep in the main in the stac_resource class.
