Ensure updates to Edge Config quickly show up during development.
When running apps locally that connect to Edge Config we were historically using stale-while-revalidate. This is quite different from the active global replication Edge Config uses once deployed on Vercel.
To align the local dev experience with the Edge Config experience when deployed on Vercel this release connects to a new experimental streaming endpoint during development.
This pull request is not yet meant to be merged, but rather to serve as the basis of a snapshot release for testing purposes.
