This change allows setting an output SPDX version in the config. Defaults to v2.2 Signed-off-by: Ivana Atanasova <[email protected]>
It was previously set in the code to the default values. This change allows configuring the data, as well as the SPDX config version that should be used Signed-off-by: Ivana Atanasova <[email protected]>

This change abstracts the tools-golang SPDX version references to make possible an easier version switch. Leaving the PR open until tools-golang#172 gets merged, as with its changes the SPDXv2.3 upgrade would be much more clean.
