Summarising a private discussion between @anton-seaice and I: It could be worth keeping the makefile support here even though it is no longer supported in the SPR. In short, there may be others that wish to use it (unsupported by ACCESS-NRI of course). |

Deprecate Makefile manifests per #98 and update ci manifests to do one default and one non-default build layout
