This adds basic Cacliens, reminiscent of the originals from 2015/2016. They're far from done, but they're usable for RP scenarios and such as they are now. This cleans up some unused Z levels and overmap bloat that weren't actually findable, but were using resources still.

12/8/2022 update: Reduced the scope of this PR to get it out the door since it has some nice performance fixes and what's in already has enough polish. Old goals are as below:

  • Base functionality
  • Movement sounds
  • Construction abilities
    - [ ] Combat abilities (maybe)
  • Mob spawners
  • Planet turfs
    - [ ] Planet caves, POIs, and loot
    - [ ] Implementation

was ready a couple months ago, not sure if this breaks anything now though
