[Docs] README header rebrand (ΌΨΗ | OPSIE) and badge layout cleanup

Thanks for picking up #35 @YuuGR1337 the title rebrand to ΌΨΗ | OPSIE and swapping the ARPA badge for a License badge are exactly the right direction.

A few tweaks would get this merge-ready:

1. Hero badges (top, centered): keep only Python, Ollama, and License. Remove Chat, Embed, PostgreSQL, ChromaDB, and Platform from the hero.
2. Move those five runtime badges to the existing ## Runtime dependencies section (~line 141) — centered row directly under that heading, then leave the bullet list as-is below.
3. Remove the bold **Runtime dependencies** line from the hero — that label should only appear once, as the real section heading further down.

Issue #35 has the exact badge markdown/colors to preserve. No code changes needed; optional one-line cross-ref in docs/README.md only if you want parity with the new title.
