Update CI from macOS-13 to macOS-14

GitHub runners for macOS-13 are deprecated. This PR raises the minimum to macOS-14. Note, the matrix also tests against macOS-latest which is currently macOS-15. So we were already testing 13 and 15. After this PR we'll be testing 14 and 15.

Also, my text editor ran an auto-format on this YAML file. That is a separate commit for ease of review.
