p2. 문제의 조건은 한바퀴 도는 것이었어요!
만약 cycle이 존재한다면, 어느 도시에서 출발하든 한 바퀴 돌아 다시 돌아올 수 있어요.
다시 말해, 출발을 어디서 하는지는 중요하지 않답니다!

P2. 지금 목표가 최솟값을 찾는 것이니, 그보다 큰 값은 끝까지 탐색하지 않아도 괜찮아요!
이 조건을 넣어주면 탐색의 효율이 더 높아질 수 있습니다!
