• Add a refined Model-3 sector-resolved topological charge pre-registration tool.
• Add the guarded doc/status records and validation script for the refined pre-registration boundary.
• Extend the Higgs chain verifier to run the refined pre-registration guard.
• Add a GitHub Actions workflow for the refined pre-registration guard.

Guard posture

This does not claim mass-ratio recovery, Standard Model replacement, Higgs denial, Higgs checkmate, simulation proof, or scientific claim promotion. It only records the next target-blind law boundary required after the first Model-3 rejection analysis.
