Update to fix issue with visibility form

Fixes #100

• Update to the finalize page for a Plan to make the visibility check for 50% completeness use the correct variable
• Discovered an issue building and running the local Docker image due to trying to download the klaro-ui package (if your local machine uses SSH for github by default)
