The following changes are being proposed by myself and Phil Disarro (@colll78). The intent here is solely to remove the necessity of a separate "budget info action" from the language of the Constitution and instead to move those requirements into the body of Treasury Withdrawal actions themselves to simplify and streamline the budgeting process for the Cardano ecosystem.

…rsus a run-on paragraph. Remove reference to the budget "info" action and treasury withdrawals requiring a budget "info" action.

- Add a short sentence mandating that Treasury Withdrawals must include all existing budget requirements
- Amend Article IV, Section 3 to allow the budget to be specified within the Treasury Withdrawal action itself. Retaining the language mandating that the Constitutional Committee must assess constitutionality pursuant to both the Constitution and Guardrails.
- Remove explicit mention of "an approved Cardano Blockchain ecosystem budget" from Guardrail TREASURY-02a
- Remove Guardrail TREASURY-04a
