[ACCESSIBILITY] Enable Font zooming via browser settings across entire site

This PR changes the absolute global font size (20px) to size relative to the users browser settings (font-size: 125%). It should be 125% rather than 100% to accomodate our previous base font size 20px, instead of browser's default 16px. No other changes required.
