Adds the monitor to alert when horizonatal pod autoscaler reaches the alerting status.

What does this PR do?
Adds an example monitor to alert when horizonatal pod autoscaler reaches the alerting status.
Motivation
HPAs are very helpful to automate the scaling. But what happens, when the HPA also reaches the maximum threshold?
