This PR adds a new Remote Password Changer integration for Oracle Fusion Cloud.

 Features:
 - JWT-based authentication using RS256 signing
 - Heartbeat script using Basic Auth password verification
 - Password Changer script using SCIM API
 - Certificate generation script
 - Secret templates for easy import
