Update Gitlab pipeline observability package

With the introduction of the new OpenPipeline configuration the way to configure OpenPipeline resources has changed - this is now being done with the Settings API.

Changes in this PR will

  • update all resources to the new version relying on Settings API
  • replace OAuth client credentials authentication in favor of Platform token authentication in the Monaco manifest.yaml
  • optimize the processing steps of ingest sources and pipelines of the OpenPipeline configuration
  • update dashboards to the latest version
