Rebalance the GT++ Charge Packs to align better to the expense required to make them.
Currently, the only justification anyone can make for why they store such a small amount of EU for their cost by the time you would ever make one, is perhaps convenience? When you compare that solution, to the Energy Buffers, or simply making that energy tier's Battery Buffer and Polarizer to charge your items, with access to Compressed Chests and Backpacks, storage isn't an issue.
EV Battery Buffer with Lapotron Crystals ~ 160 million EU, or 12.3 million with the Charge Pack.
IV Battery Buffer with Lapotronic Energy Orbs ~ 1.6 billion EU, or 49.2 million with the Charge Pack.
When you compare the cost of making these separate solutions, including the machines it takes to craft the Charge Packs themselves, these numbers make very little sense.
It's also inconsistent. Everything IV to UV, gives a larger charge than the actual "Batteries" required to craft them, while everything before IV gives less than half the charge of the required "Battery". Then the UHV Charge Pack might not as well even exist for it's cost if I'm doing my math right.
Your Goal
Making the cost / reward actually worth it. Currently, nothing will ever stop a player from placing 2 blocks in a small hole, charge their items, pick it up, and continue on.
It looks like the Charge Packs were meant to avoid that problem, but these things are all over the place. Players that also see the extreme loss in capacity early on, will likely ignore them for when they actually make more sense.
Your Vision
Actually make the GT++ Charge Packs something players seek out, as they're a neat idea. Currently, it seems most players, especially anyone before LuV see them as worthless.
