DO NOT MERGE UNTIL MIRADOR 4 IS RELEASED AND THESE EDITS ARE EVALUATED AGAINST IT
This is a prospective change based on a preview of Mirador 4's work with layers. It looks like Mirador returns to the previous handling of layers, which matches other viewers. If that holds, the caveat about Mirador 3 not supporting recipe #33 will need this rewrite or something like it.
