chore(ci-governance): restore .tool-versions golden bytes - #12

The release lane rewrote .tool-versions without the trailing LF again (asdf-vm/actions rewrite in Build/Finalize jobs propagates through git add --update). Restore the signed golden bytes so SYNC sees actual == digest and re-renders with the archetype fix. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
