WebBrowser: reduce the amount of data stored under CEF's webcache folder

A lot of the data comes from Chromium's component updater, which downloads a lot of stuff we don't want.
Turn off the component updater and other sources of background downloads.
Clear out existing webcache folders which contain that data. CEF will recreate the folder at the next run but now without all the unwanted files.

Memory-mapped bulk data alignment fix

Alignment was set to 1 to minimize all the padding in the memory-mapped bulk data storage & runtime memory.

Animations are memory-mapped on mobile, which violates the ACL anim sequence codec 16-byte alignment requirement. This requirement is enforced at runtime when we attempt to decompress in Debug/Development builds with an assert.

Changed default alignment to be 16.
