Which is not ideal. #2145 and [milestone/8 Transition Mode Automation](https://github.com/JoshuaKGoldberg/create-typescript-app/milestone/8) track removing the need for that config file across most-to-all repos.

The end-to-end migration test is a pain to deal with. Let's: 1. Simplify `script/__snapshots__/migrate-test-e2e.js.snap` down as much as possible 2. Speed it up to not take so dang long: #1221 3. Turn the snapshot into a real feature: #1184 See the docs added in https://github.com/JoshuaKGoldberg/create-typescript-app/pull/1187 for an explanation of this area.

Anything that can be done to simplify it will help users understand it (and not feel so overwhelmed at first). * Reducing the number of config/tooling files * Reducing the number of tools used _(without losing benefits of different tools)_ Deduplication! Simplification! 🙌
