Fix refresh rate for metrics in RichProgressBar

What does this PR do?

Fixes #20300

Currently only the iteration counter in RichProgressBar is updated according to the user set refresh rate and the metrics are update at every end train batch end. Updates the logic such that metrics are also updated according to user set refresh rate.
As mentioned in the linked issue, the reason this can be a problem is we logging stdout to a file.
