Prepares mq-ums v0.1.4 as the live UMS validation release candidate. Adds the live validation checklist, read-only PowerShell validation harness, v0.1.4 version metadata, README/CHANGELOG/Pages updates, roadmap status, and release-check gates for the validation assets.

Note: live UMS commands must still be executed on a Windows management host with PSIGEL and access to IGEL UMS before tagging the final release.
