Why remove this? The filter is still supported:

I think this is still useful, especially for normalizing searches for names and places etc.
"This filter normalizes text according to one of five Unicode Normalization Forms as described in Unicode Standard Annex #15"
That page describes what happens.
It normalizes different ways to express characters in Unicode that can be regarded equivalent.
