S1 (4 dead A2A repos): OPEN -> DONE
- All 4 archived 2026-04-18 with 'ARCHIVED never implemented' banner
READMEs pointing to OpenSIN-overview for the RFC flow.
- Reversible via 'gh repo unarchive'.
CP1 (Core-SIN-Control-Plane merge into OpenSIN-backend): linked
- Migration target tracking issue: OpenSIN-backend#1171
- Archive-prep tracking issue: Core-SIN-Control-Plane#17
Every ticket in FOLLOWUPS.md now reflects actual reality on disk,
not aspirational plans. Humans and agents landing here see what
is DONE, what is TRACKED, and what is truly OPEN.
