Add documentation for the Invoke-RebootWithPrompt PowerShell script. The new doc describes purpose and default flow, behavior details (locked screen, offline handling, .NET runtime), requirements, usage examples, parameters, created artifacts (Prompter app, persistence path, scheduled tasks), and includes a changelog entry for the initial version (2026-06-03).
