This function aggregates the data from IZ level to the new 'locality' boundaries, it tries to properly recompute the CI when the values are available.

Wilson's Score method is the one primarily used, according to the ScotPHO tech doc. It's also very appropriate for percentages etc. Hopefully, this will produce better CIs that are also more closely aligned with the ones ScotPhoi produce.
