Contribution description

This ports over the encryption part of #20996 to a separate PR. Since Skald implements an older version of BLE than the one that the BTHome implementation for Home Assistant expects, it is at the moment not usuable.

Testing procedure

Will add tests once this get's any chance of merging.

Depends on #20996.
