These were not included with their respective PRs. I also removed all the different toolchain updates as it can be confusing. I think we just need to keep the latest one.

These were not included with their respective PRs. I removed all the different toolchain updates as it can be confusing. I think we just need to keep the latest one. Finally, I made the tense consistent (used past tense so it reads well with the beginning PR#) and spacing / bullets consistent.
