What does this PR do?
Standardises the url and permalinks patterns into a single url/permalink file, so that the rules for urls and permalinks are clearly consolidated.
Why is this change needed?
We have a mismatch between links in the left nav and the chainlink copy permalink icon at the top of each article, which is causing routing to non-existent articles.
