What

Removes the seven --- horizontal rules from DEV_RELEASE.md.

Why

GitHub renders standalone --- lines as a thick grey divider that visually overpowers the section headings either side of it. Headings already provide enough separation, so the rules just add noise.

Spotted by VincentLiu in the rendered preview after #4233 merged.
