This PR starts the replacement of the
detailed_energy_report.rpt
with an
chip_active_report.rpt
Both are based on the data in the buffer.sqlite3
The big difference is in this PR data is added to buffer.sqlite3 so that the report can be run stand alone.

Report now has both time active and power
Getting file path moved from BufferedReceivingData to SqlLiteDatabase
Creation of report (and adding to bueffer.sqlite3) moved to asb.reset and stop
