test(shell): init Hive + mark community sheet seen in schedule_nav_test

Home's launch sequence now opens the 'app_flags' Hive box for the
one-time community sheet; init Hive and pre-set the seen flag so the
nav test's Home render no-ops that path instead of throwing.
