@trishaoconnor Thanks for the fine-tuning and detail you've added to this TCW! This si the kind of document that Council members seriously rely on to help us through confusions in the testing process, and I appreciate how much clarity you've added!

Updated the prose of the procedure to align with the latest comments and suggestions from the Council in the shared document. Still need to update the Rationale to include a concise explanation for needing to update the P5 subset regularly. (Created the pull request, solely for ease of comparison and to facilitate more detailed revisions and updates with @bleekere ).
