feat: add Meta Binary Search algorithm in Python

Added a new algorithm implementation: Meta Binary Search
This algorithm performs binary search using bitwise manipulation to determine the position of the target element efficiently in a sorted array.
It offers an alternate approach to traditional binary search and is useful for educational comparison of search strategies.
