Polish HeliOS docs and add QEMU smoke test

Summary

• standardize the runtime/project identity on HeliOS, named as Helium Browser + OS
• rename the public header from include/uros.h to include/helios.h and update internal includes
• remove stale collaborator/team attribution from public docs and license
• refresh README docs for the current timer, scheduler, sync, and allocator behavior
• add a QEMU smoke script and run it in GitHub Actions
