Add Perl bindings for Yggdrasil
Chosen to go via the JSON API rather than the flatbuffer API because it's just easier to deal and this is a spike
This will need some fiddling for a proper publish task, currently it's linking to a binary that rustc produces without arch name.
There's really not a lot of clever things going on here. It's basically the Python bindings ported directly to Perl. 400 lines of uninspired Perl contained within Engine.pm and CustomStrategyHandler.pm
