This fixes the "Gateway - RTT" panel not showing data in Grafana, by collecting data from dpinger and publishing rtt and rttsd data in the "gateways" telegraf stream. RTT data used to be available in the Old plugin "telegraf_gateways-3.7.py", but was never migrated to PHP.
