Ctd case sensitive filenames

1. Fix cruise types in NES-LTER_cruise_types.csv
2. Change sharp vessel name to Hugh R. Sharp
3. Update create and update cruise eps to modify cruise types file.
4. Add read and import cruise type file to upload screen and importcruise.
5. For cruises with missing start and end times, get the start and end times from the underway data.
6. In importall script, call importcruise a second time after importunderway to set the missing start and end times for new cruises.

Run importvessel and importcruise on all cruises.
