- 추천 정책 조회 시 region/classification 필터를 nativeQuery로 처리 - 기존 stream 기반 필터링에서 DB 쿼리 기반 필터링으로 변경 - 사용자 필터(region/classification)가 없을 경우 조건 생략 처리 - 서비스 로직을 메서드 단위로 분리하여 가독성 개선 - getInteractionBasedRecommendations: 상호작용 기반 정책 추출 - fillWithHotPolicies: 추천 부족분을 핫한 정책으로 보완
