Hey, sorry for the long delay in reviewing this (and the previous) pull request. We want to make sure that any client libraries that are added on the dev portal have had adequate due diligence performed on them first, and I am not the guy to do that for PHP. We have been asking the new XRPL Foundation if they can find an appropriate resource.

So, unfortunately, all I can say at this time is thank for your enthusiasm and please be patient for a while longer while we find the right person to review this.
