Fix/edit widget condition for FMTC fairness tree widgets

Description

changes made to widgets to check if input block data is selected by users and if not, a message is displayed instead of using mock data in the report.

Motivation and Context

changes made to follow expected user experience stated in #635

Type of Change

How to Test

1. create a New Project
2. select "AI Verify Summary Report for Classification Model",
3. choose "Fairness Metrics Toolbox for Classification" in "Test Results"
4. choose AI Verify Process Checklist under "User Inputs"
5. DO NOT choose Fairness Tree
6. click on "Next"
7. check that on page 15 of the web report, there is NO see fairness barchart showing up in the report. there is a message display in replacement of the graph showing
