Add zynq_pluto_defconfig, zynq_m2k_defconfig, and microblaze_adi_rootfs_defconfig to the build matrix. Switch from separate defconfig/flavor axes to an explicit include list so flavored and plain builds can coexist. Make flavor optional so non-ADSP defconfigs skip the fragment merge step.
Use 'flavor-defconfig' naming instead of 'flavor || default'-defconfig so that defconfigs without a flavor produce clean artifact names without a meaningless 'default' string.
Allow users to work in a more familiar Linux environment by defining a Fedora aarch64 root filesystem to be initially used on ADSP reference boards for development and testing

fedora.yaml had its own pull_request trigger causing it to run twice on every PR push — once standalone and once via top-level.yml. Convert fedora.yaml to a reusable workflow (workflow_call) and call it from top-level.yml alongside the existing build and hw-test jobs.
